How are Alberta credit unions and ATB regulated?

Alberta credit unions are provincially regulated under the Credit Union Act and overseen by the Credit Union Deposit Guarantee Corporation (CUDGC), which also guarantees their deposits. OSFI's mortgage rules, including its minimum qualifying rate (the stress test), are written for federally regulated lenders such as the big banks; provincially regulated lenders set their own policies, so ask how a credit union qualifies you.
